Background

The Liverpool Health and Academic Precinct forms an integral component of the larger Liverpool Innovation Precinct, which seeks to contribute to the transformation of Liverpool into a world class centre for health, education, research and innovation. 

The Liverpool Innovation Precinct comprises various health, research, university, education, industry and government partners who each share the vision for Liverpool as a destination for people to live, work and play. 

Johnstaff’s role

Johnstaff was initially engaged by the Liverpool Innovation Precinct to progress the vision for the precinct through a precinct plan, which will be used to guide the development of key sites in the Precinct. Johnstaff’s role to date has included master planning, feasibility/ business case development, schematic design and design development.  

Addressing the issues

Johnstaff, through our multi-disciplinary team of Health Advisory and Project Management consultants, led the development of the Preliminary Business Case in 2018 and the Final Business Case in 2019. Johnstaff clearly articulated the need to deliver a major expansion of clinical services to meet the significant population growth in South Western Sydney. 

The case for change was strengthened through our knowledge of new and innovative models of care in women’s health, cancer and nuclear medicine. Both business cases were assessed through the NSW Investment Assurance Review process and on both occasions a strong value for money proposition was demonstrated.   
Johnstaff was subsequently engaged to progress the tender documentation and award of early works packages and the construction of a multi-storey car park which was funded through approval of a  separate business case for $50 million.

Outcomes

  • Developed a Preliminary Business Case to address the significant population growth in South Western Sydney

  • Provided a health solution which facilitated new and innovative models of care in women’s health, cancer and nuclear medicine

  • Undertook an extensive value management process to align core scope, budget and programme

  • Delivered the critical early stages of the precinct including early works and a multi-storey carpark
