In April 2022, Johnstaff was engaged to develop a Capacity Expansion Program brief for the new Toowoomba Hospital, which set out key parameters including service strategy, scope, capital budget and program.
The brief underpinned The Queensland Health and Hospitals Plan 2022-23 which set out a record investment into health infrastructure across Queensland, including $1.3 billion for the new Toowoomba Hospital.
Johnstaff was engaged as the Project Manager to develop the Project Validation Report, equivalent to a business case which addressed key requirements of Queensland Government, including, proposal background, service need, strategic alignment, reference project, information, communications and technology, risk, legal and regulatory considerations, environmental considerations, financial analysis, market considerations, delivery model analysis and implementation plan.
With respect to definition of the reference project this included the definition of the objectives / benefits, scope, service strategy, models of care, functional design brief, functional components, schedule of accommodation, preliminary furniture fittings and equipment, concept design, project delivery strategy, program, operational commissioning strategy and capital cost estimate.
Johnstaff have subsequently been engaged as the Project Manager for the delivery of the new Toowoomba Hospital, under a two stage Managing Contractor procurement model.
Johnstaff worked closely with the Department of Health and Darling Downs Health to leverage the greatest service capacity from the dual campus model which will operate following the new Toowoomba Hospital.

Highly functional, flexible and efficient concept design
Strong stakeholder engagement to maintain scope, design and budget
Worked collaboratively with Government and the project team to achieve a tight program
